The Protecting Access to Medicare Act (H.R. 4302) was passed on March 31, 2014, which strengthened the Excellence in Mental Health Act.  The Act will help increase access to community mental health and substance use treatment services and also improve Medicaid reimbursement for such services.  In short, the Excellence Act will 1) create criteria for "Certified Community Behavioral Health Clinics," 2) Provide $25 million in planning grants to states, 3) Mandates 8 states to be selected to participate in the pilot program, and 4) Stipulates participating states must create a Prospective Payment System.  For more information click on the hyperlink above.
